Local Transport Bill

Key Benefits
Support the Government's strategy to improve public transport and tackle road congestion, by ensuring local authorities have the right powers to take local action to meet local transport needs.

Giving local authorities greater local freedom and choice - with increased flexibility and powers to deliver a tailored transport system better suited to local needs;

Giving local authorities the right mix of powers to improve the quality of local bus services in order to boost bus use, reduce congestion and help tackle climate change;

Giving local authorities the power to review and propose their own arrangements for local transport governance, to support more coherent planning and delivery of local transport, especially in major urban areas; and

Updating existing legal powers so that, where local areas wish to develop proposals for local road pricing schemes, they have the freedom and flexibility to do so in a way that best meets local needs.

The potential for better bus services in areas that choose to take advantage of enhanced powers;

A more coherent approach to local transport, especially in our major conurbations; and in areas that want to introduce them, local road pricing schemes that are tailored to local needs, and consistent and interoperable from the road user's perspective.

Local Transport

All provisions in the Bill will extend to England and Wales.  Some will also extend to Scotland, but only insofar as they relate to matters that are reserved within the meaning of the Scotland Act 1998.  A very small number of provisions will extend to Northern Ireland.
