Responsibilities

The Leader of the House is responsible for policy on the following:

  • MPs' pay and allowances;
  • MEPs' pay (currently linked by statute to MPs' pay);
  • Ministers' pay and allowances, and those of certain other Parliamentary office holders;
  • Pensions for MPs, MEPs, Ministers and the "three Great Offices of State" (Prime Minister, Speaker and Lord Chancellor).

The Leader of the House of Lords speaks for the Government on these matters in the House of Lords and naturally takes a particular interest in matters relating to Peers' allowances.

The Leader of the House is supported in the exercise of these responsibilities by two parts of the Cabinet Office's Employment and Reward Directorate:

  • Parliamentary and Senior Pay Team for pay and allowances (Jamie Knights); and
  • Civil Service Pensions Division for pensions (Peter Spain).
