Modernisation of the Commons

The Leader of the House is responsible for chairing the relevant Committees, both in Parliament and within Government, for driving forward the process of reform and Modernisation.

Within Government, the Leader chairs the Cabinet Committee on Constitutional Affairs and its sub-Committees on Electoral Policy and Parliamentary Modernisation.

In the House of Commons, the Leader also chairs the cross-party Select Committee on Modernisation, which has been instrumental in bringing forward reform to modernise the practices and procedures of the House, improving democracy and the engagement of the public.  These include;

  • The establishment of a parallel Chamber, known as Westminster Hall, to increase the opportunity for debate and scrutiny
  • The introduction of the procedure to allow the carry-over of bills from one Session to another by agreement
  • The introduction of full explanatory notes for bills written in plain English
  • The introduction of a Commons Calendar to allow more effective planning
  • Work to modernise the Sitting Hours of the House
  • Recommendations to improve the effectiveness of Select Committees
  • Work to connect Parliament with the public, including education, communication and removal of the term 'stranger'
